4 . Like all big cities, Paris has a traffic problem: lots of cars, lots of traffic jams and lots of pollution from exhaust fumes. So the city began a project to improve the situation.
Under the Velib project (‘Velib’ comes from velo liberty, or ‘bicycle freedom’) people can take a bicycle, use it for as long as they want, and then leave it at the same or another bicycle station. The first half-hour on the bike is free, but if you don’t return it after 30 minutes, you have to pay. But it’s only €1 a day or €29 a year! The bicycles are heavy (25kg), and they are all gray and have baskets. There are about 20, 000 of them in the city, and around 1, 450 bicycle stations. So there are a lot more Velib stations than the 298 subway stations!
Paris is not the first city to have a project like this. But not everybody thinks it’s a great idea. One Parisian said, “These bicycles are only for short journeys. If people want to travel across the city, they won’t use a bicycle —they’ll still use their cars.”
A city spokesman said, “The bicycle project won’t solve all our traffic problems, of course. But it might help reduce air pollution. Traffic, together with factory fumes, is a big problem. There aren’t any simple answers to traffic problems and pollution in cities. But unless we do something now, there will be more traffic jams and temperatures will continue to rise, so the problems in our environment will get worse. 6 . It seems that some people go out of their way to get into trouble. That’s more or less what happened the night when Nashville Police Officer Floyd Hyde was on duty.
“I was on the way to a personal-injury accident in West Nashville. As I got onto Highway 40, blue lights and sirens (警笛) going, I fell in behind a gold Pontiac Firebird that suddenly seemed to take off quickly down the highway. The driver somehow panicked at the sight of me. He was going more than a hundred miles an hour and began passing cars on the shoulder (路肩).”

But he did try to keep the Firebird in sight as he drove, hoping another nearby unit would be able to step in and stop the speeding car. As it turned out, keeping the Firebird in sight was not that difficult. Every turn the Pontiac made was the very turn the officer needed to get to the accident scene.
Hyde followed the Pontiac all the way to his destination (目的地). At that point he found another unit had already arrived at the accident scene. His help wasn’t needed. Now he was free to try to stop the driver of the Firebird, who by this time had developed something new to panic about.
“Just about that time,” Hyde says, “I saw fire coming out from under that car, with blue smoke and oil going everywhere. He’d blown his engine. Now he had to stop.”
“After I arrested him, I asked him why he was running. He told me he didn’t have a driver’s license.”
That accident cost the driver of the Firebird plenty -- a thousand dollars for the new engine --not to mention the charges for driving without a license, attempting to run away, and dangerous driving.

Today you could get a ticket if you don’t drive on your side of the road. Worse yet, you could have a head-on collision(正面碰撞). But in 1917, Dr. June McCarroll could not get drivers to understand what seems so obvious today.
June McCarroll was born in New York in 1867. Unlike most young women of her age, she attended medical college in Chicago. After her husband became ill, the couple moved to Southern California in 1904.
In 1917, while driving down a familiar road near Indio, California Dr. McCarroll had a driving accident. In order to avoid a head-on collision with a truck going in the opposite direction, her car was driven off the road and into a ditch (沟). This gave Dr. McCarrolla new idea—paint lines on the road, separating lanes(车道) with a center line.

Dr. McCarroll then asked women’s groups through the state of California to organize letter writing campaigns to state and local politicians and in 1924 California approved of the practice of painting traffic lines on highway roads.
