3 . Foreign drivers will have to pay on- the- spot fines of up to £600 for breaking the traffic law to be enforced (强制实施) next month.
If they do not have enough cash or a working credit card, their vehicles will be clamped (扣留) until they pay — and they will face an additional fee of £60 for getting back their vehicles.
The new law will also apply to British citizens. The fines will be described officially as “deposits” when the traffic law takes effect, because the money would be returned if the driver went to court and was found not guilty. In practice, very few foreign drivers are likely to return to Britain to deal with their cases.
Foreign drivers are rarely charged because police cannot take legal action against them if they fail to appear in court. Instead, officers often merely give warnings.
Three million foreign-registered vehicles enter Britain each year. Polish vehicles make up 36 percent, French vehicles 10 percent and German vehicles 9 percent.
Foreign vehicles are 30 percent more likely to be in a crash than British-registered vehicles. The number of crashes caused by foreign vehicles rose by 47 percent between 2018 and 2023. There were almost 400 deaths and serious injuries and 3,000 slight injuries from accidents caused by foreign vehicles in 2023.
The new law is partly intended to settle the problem of foreign lorry drivers ignoring limits to weight and hours at the wheel. Foreign lorries are three times more likely to be in a crash than British lorries. Recent spot checks found that three quarters of lorries that failed safety tests were registered overseas.
The standard deposit for a careless driving offence — such as driving too close to the vehicle in front or reading a map at the wheel — will be £300. Deposits for speeding offences and using mobile phones will be £60. Foreign drivers will not get points as punishment added to their licenses, while British drivers will.

4 . Kansas City International Airport Ground Transportation
Dropping Off and Picking Up Kansas City International Airport (KCI) offers several convenient options for dropping- off and picking- up passengers at the airport terminals.
Here are a few tips to help plan your trip:
●There are two terminals at KCI, with different airlines flying out of each. Please check the airlines section of the website to be sure you know which terminal to use.
●Strict security directives prohibit parked or unattended vehicles on the roadways in front of the terminals, even for a short time. You may pull shuttle services to the curb in front of a terminal only long enough to drop off or pick up a waiting traveler. When waiting to be picked up, the traveler must be waiting outside the terminal before you pull over; parking your vehicle at the curb while you wait for arriving travelers to emerge from the terminal is not allowed. Unattended vehicles may be ticketed.
Metro Bus Service
RideKC operates to and from KCI every day of the week. RideKC buses accept cash and 31- day bus passes. The regular one- way fare to or from KCI is $15. Fare for seniors, youths and persons with disabilities can be reduced by $5, and based on that, an additional 20% discount can be given to youths with student cards.
For routes, schedules and additional information please visit their website or contact RideKC directly at 816-221-0660.

7 . Passage du Gois is a natural road located on the Atlantic coast of France in Vendée. The 4,150-meter-long road, which leads from the mainland to the island of Noirmoutier, is covered with water twice a day during high tide (潮). If you have mixed up the time of the tide, the only way out is a boat. The road can be used just at low tide.
It is only an hour and a half before the lowest water level and an hour and a half after it. In order to drive along this road, you need to know the time of the tides. In any case, follow the advice on the electric boards placed on both ends of the road, and you will know whether it is passable or not. Although it is forbidden (禁止) by law, in very bad cases, you can stay on the coastline. It is strictly forbidden to park a car on the sidewalk. To avoid slipping (滑) sideways, you need to drive slowly.
Trucks and buses can cross the road only from the mainland to the island. At high tide, from 1.3 to 4 meters of water covers the road. After high tide, the road becomes wet and slippery because of the algae (水藻) that remain on it. When this passage is littered with algae, it may be dangerous to cross.
This area is very often covered with thick fogs (雾), so it is better to wait for the low water on the land. This road was first used in the 16th century, and gradually became covered with silt (sand, dirt, and very small rocks). This road was even used several times for the Tour de France (a well-known bicycle race). Today, thousands of tourists come here every year to watch how the road goes underwater twice a day and then reappears. It is so special that you will never find the same one anywhere else in the world!

10 . Most people ride the bus to get from point A to point B, but riders taking a new route in Hong Kong are only interested in napping (小睡). Ulu Travel Agency, a tour company in Hong Kong, has designed and launched a five-hour bus journey specifically for customers to sleep as much as they want. Tickets for the first tour on Oct 16 sold out right away, The Washington Post reported. Many find it easy to fall asleep during a long bus trip. But why? According to smartsleepingtips.com, there are several possible reasons.
White noise. White noise is a type of noise produced by combining sounds with different frequencies together. Buses are often crowded every day with people going to and from work. Therefore, they are the perfect environment for white noise. They produce consistent noises, like the hum of tires (轮胎) or the purring (嗡嗡声) of the engine. White noise masks distracting sounds and is helpful for people who have trouble getting sleep.
Rocking motion. Another popular view on why it’s easy to fall asleep on buses is because of the rocking motion. “The motion of buses resembles (像) a mother swaying (摇晃) a baby in her arms. It is very comfortable,” Frankie Chow, founder of Ulu Travel Agency, told The Washington Post. However, it’s not exactly the rocking movement that induces sleep. Rather, it’s the association between rocking and sleeping. If you were rocked to sleep as a baby, you’d associate that rocking motion with going to sleep.
Long periods of inactivity. On buses, you don’t move around very much. You just sit down and enjoy the scenery as the vehicle moves along the road. Basically, you’re away from the things that keep your mind and your physical body busy. This inactivity also slows your brain activity down because there’s no stimulus (刺激物) to keep it awake.
Increase in carbon dioxide. Buses often get crowded with people going to and from work. Carbon dioxide (二氧化碳) increases when there are lots of people in a small place. This reduces oxygen to the brain and slows it down, causing people to feel sleepy.
