5 . National Disability Insurance Scheme (方案)

The National Disability Insurance Scheme (NDIS) will transform the way Queenslanders with disability are supported and change the way disability services are funded and delivered.

Under the scheme, Queenslanders with disability will have choice and control over how they access support and who delivers them. They will also have certainty that they will be supported throughout their lifetime to achieve their personal goals.

The NDIS will have an effect on the following programs.


School Transport Assistance Program for Students with Disability

The NDIS will not disrupt existing services for qualified students. The Queensland Government will also continue to provide school transport assistance for students with disability who are not qualified to receive funding via the NDIS.

Taxi Subsidy (补助金) Scheme

The Queensland Government has lengthened the Taxi Subsidy Scheme (TSS) membership for NDIS qualified members to 31 October, 2022. This will allow more time to solve transport support arrangements under the Commonwealth’s NDIS.

Disability Parking Permit Scheme

No changes will be made to the Disability parking permit scheme when the NDIS is introduced in Queensland. Current arrangements for this scheme will be maintained.

6 . It is quite reasonable to blame traffic jams, the cost of gas and the great speed of modern life, but manners on the road are becoming horrible. Everybody knows that the nicest men would become fierce tigers behind the wheel. It is all right to have a tiger in a cage, but to have one in the driver’s seat is another matter.

Road politeness is not only good manners, but a good sense. It takes the most cool-headed drivers great patience to give up the desire to beat back when forced to face rude driving. On the other hand, a little politeness goes a long way towards reducing the possibility of quarrelling and fighting. A friendly nod or a wave of thanks in answer to an act of politeness helps to create an atmosphere of good will and becomes so necessary in modern traffic conditions. But such behaviors of politeness are by no means enough. Many drivers nowadays don’t even seem able to recognize politeness when they see it.

However, misplaced politeness can also be dangerous. A typical example is the driver who waves to a child crossing the street at a wrong place into the path of oncoming cars that may not be able to stop in time. The same goes for encouraging old ladies to cross the road wherever and whenever they want to.

An experienced driver, whose manners are faultless, told me it would help if drivers learnt to correctly join in traffic stream without causing total blockages that give rise to unpleasant feelings. Unfortunately, modern drivers can’t even learn to drive, let alone master the roadmanship (公路驾车技能). Years ago, experts warned us that the fast increase of the car ownership would demand more give-and-take from all road users. It is high time for all of us to take this message to heart.

8 . I got my first bike when I was nine years old. Jimmy, the bike, was my first love. I rode it everywhere. The suburb, the back lanes, the fields and forests, the river paths and swampland were far more exciting than any adventure novel or television series.

There’s nothing quite like the relationship between a child and his bicycle and the endless happiness two wheels and a pair of strong legs offer. No video or computer game can replace the liberation of being alone on a bicycle.

As parents, to deny children the simple pleasure of riding a bike is a failure of our responsibilities to raise independent and stable young citizens. We should offer our children a healthy alternative to hours in front of an addictive screen. Studies have shown that cycling promotes not only muscle growth but brain growth. Guess which country has children with the best mental health outcomes and is regularly the top of listings of the happiest young people. No surprise it’s the Netherlands, the unquestioned leader among industrial countries in encouraging bicycle use.

Our dependence on cars has degraded the public transport system, polluted our sky, led to the untimely death of thousands every year, and denied children safe access to their suburbs. A recent study found that 69% of children were accompanied to school. The same study found that a similar number of parents drove to work.

In some regions of Japan, when children start their first year of school, parents are expected to walk with them for the first few weeks, introducing them to residents and shopkeepers along the chosen route, letting the community take care of these children. However, driving children to school is proscribed. Children can choose to ride a bike or walk to school after they are familiar with the community, and it’s the community’s role to keep them safe.

Therefore, I strongly advise the government to provide better infrastructure (基础设施). Build separated cycle lanes, decrease speed limits, and design street scapes that favour people over cars. The results will be less pollution, quieter suburbs, a healthier population and, best of all, happy and independent children.

9 . Like all big cities, Paris has a traffic problem: lots of cars, lots of traffic jams and lots of pollution from exhaust fumes (废气). So the city began a scheme (计划) to improve the situation.

Under the Velib project ('Velib' comes from vélo liberté, or 'bicycle freedom') people can take a bicycle, use it for as long as they want, and then leave it at the same or another bicycle station. The first half-hour on the bike is free, but if you don't return it after 30 minutes, you have to pay. But it's only €1 a day or €29 a year! The bicycles are heavy (25 kg), and they are all grey and have baskets. There are about 20,000 of them in the city, and around 1,450 bicycle stations. So there are a lot more Velib stations than the 298 subway stations!

Paris is not the first city to have a project like this. But not everybody thinks it's a great idea. One Parisian said, "These bicycles are only for short journeys. If people want to travel across the city, they won't use a bicycle — they'll still use their cars."

A city spokesman said, 'The bicycle project won't solve all our traffic problems, of course. But it might help reduce air pollution. Traffic, together with factory fumes, is a big problem. There aren't any simple answers to traffic problems and pollution in cities. But unless we do something now, there will be more traffic jams and temperatures will continue to rise, so the problems in our environment will get worse.
