In Chinese cities, food deliverymen are often seen riding at full speed through busy traffic. They rushed from restaurants to different destinations, even under bad weather conditions.
The article The Food Deliverymen Are Trapped in the App pointed out that on food delivery service platforms, Eleme and Meituan, the time limit and the route for each delivery order is calculated by an algorithm(算法).But the algorithm doesn't consider real-life situations, such as red lights, speed limits and fully occupied elevators.
The time limit for a delivery order within 2 kilometers is 30 minutes, even shorter in recent years. Delay could mean a fine. So deliverymen rev up, often breaking traffic rules, putting their own lives at risk.
Many people asked the platforms to improve the regulations imposed(强加) on the deliverymen. In response to this demand, Eleme announced it would add a button to the app, which allowed customers to extend the time limits for their orders, and encouraged customers to show more respect for deliverymen. But some people felt that the company was staying away from the problem and changing people’s attention. Some held the view that the company was putting the responsibility on the customers rather than solving the problem itself.
As to delivery delays, solutions are far from enough. As a matter of fact, when a delivery delay happens and the company can’t reach an agreement with the customer on the responsibility, the deliveryman is usually the final one responsible for the delay. The Shanghai Customer Council commented that it was unfair for the deliveryman to be the only side responsible for a delay and problems should be solved between the companies and their employees. Besides, market regulatory departments should stop companies from setting tight schedules for their deliverymen and keep them safe on the roads.

If they do not have enough cash or a working credit card, their vehicles will clamped(扣留) until they pay—and they will face an additional fee of £80 for getting back their vehicles.
The law will also apply to British citizens. The fines will be described officially as “deposits” when the traffic law takes effect, because the money would be returned if the driver went to court and was found not guilty. In practice, very few foreign drivers are likely to return to Britain to deal with their cases.
Foreign drivers are rarely charged because police cannot take action against them if they fail to appear in court. Instead, officers often merely give warnings.
Three million foreign-registered vehicles enter Britain each year. Polish vehicles make up 36 percent, French vehicles 10 percent and German vehicles 9 percent.
Foreign vehicles are 30 percent more likely to be in a crash than British-registered vehicles. The number of crashes caused by foreign vehicles rose by 47 percent between 2003 and 2008. There were almost 400 deaths and serious injuries and 3,000 slight injuries from accidents caused by foreign vehicles in 2008.
The new law is partly intended to settle the problem of foreign lorry drivers ignoring limits on weight and hours at the wheel. Foreign lorries are three times more likely to be in a crash than British lorries. Recent spot checks found that three quarters of lorries that failed safety tests were registered overseas.
The standard deposit for a careless driving offence —such as driving too close to the vehicle in front or reading a map at the wheel—will be £300. Deposits for speeding offences and using mobile phones will be £60. Foreign drivers will not get points as punishment added to their licenses, while British drivers will.

Some policymakers want to make DST permanent to avoid the disturbance of constant switches. Marco Rubio, a government officer, says the formality of changing our clocks twice a year makes no sense. He points to the potential economic benefits DST brings. The key argument is that more light in the evening can stimulate people to go out and that translates into more people shopping in convenience stores for everything from water to sports drinks. Thus, there is a boom in spending.
However, the health impacts have been more complicated to figure out. DST increases evening exposure to light, which can make it harder to fall asleep at night. So in recent years, the time change has been reported to be linked to an increase in atrial fibrillation, a type of heart disease, perhaps due to the sleep disorder. Besides, evidences have linked the transition to an increase in attention problems and mood disorders.
“I am very surprised,” says Jay Chudow, a cardiologist. “It’s just a one-hour change, but this shows how sensitive our bodies maybe to internal clock (生物钟) interruption.” Actually humans’ internal clock is closely linked to the rising and setting of the sun. He emphasizes that restoring permanent Year-Round Standard Time (YRST) is the best option for our health and well-being, for the natural daily cycle of light and darkness is really the most powerful timing reminder that we have to match our body clock with.
So it seems there’s a divide between what’s likely best for our health and what may be good for the economy. Due to the economic burden and tight budget, it is not hard to guess which one will be given higher priority among policymakers this year.
1. What benefit does DST bring?A.Boosting consumption. | B.Lengthening daytime. |

Because children are continuously developing physically and emotionally, they are especially affected by the benefits of activity. Former First Lady Michelle Obama’s Let’s Move initiative reports that nearly one-third of US children are overweight or obese, and that “schools are a key setting for kids to get their 60 minutes of play with moderate activity, given the significant portion of time they spend there.”
Physical education programs in schools directly benefit students’ physical health. Regular exercise promotes muscles and bone development. In addition to participating in physical activity, students in P.E. learn the fundamentals of a healthful lifestyle, the building blocks upon which they can develop into healthy, knowledgeable adults.
Though the lack of attention on P.E. is often justified as an opportunity to spend more time in the classroom, studies show that physical activity contributes to improved academic performance. Regular activity during the school day is strongly associated with higher concentration levels. A statewide policy in North Carolina requires that children from kindergarten to eighth grade participate in 30 minutes of physical activity each day.
Activities in P.E. help children develop healthful social interactions. From a young age, children learn cooperation through group activities and form a positive sense of identity as part of a team. Such group activities are continually important as children grow older. The International Platform on Sport and Development states that sport has been used as a practical tool to engage young people in their communities through volunteering, resulting in higher levels of leadership and community engagement among young people.
The benefits of P.E. to a child’s mental health are both complex and comprehensive. Improved physical health, academics and social interactions all contribute to good mental health. Physical activity sets the stage for a good night’s sleep, provides more energy to participate in hobbies and interact with others.

◆Karate
This is a Japanese fighting technique created hundreds of years ago. There are two events, called kata and kumite. In kata, athletes make a set of moves against a virtual opponent and receive scores based on how well they do. At the Tokyo Olympics, Sandra Sanchez played a close match against Kiyou Shimizu to seize gold in the final. In kumite, two athletes fight against each other. Points are scored by hitting parts of the opponent’s body.
◆Skateboarding
Of all the new sports, skateboarding is particularly eye-catching. Park is one of two skateboarding events. Athletes skate in empty courses. They use the slopes to do tricks and are scored according to how difficult their tricks are. The other event is called street, based on street skateboarding. The course includes benches, stairs, walls and other blocks.
◆Sport climbing
Climbers compete in three events (speed, bouldering and lead). Their scores are put together to decide the winner. In speed, two climbers race against each other as they go up a 15-metre-high wall. In bouldering, athletes are timed on how quickly they can climb up several fixed routes on a 4. 5-metre-high wall. In lead, competitors must climb as high as they can up a 15-metre wall within a specific time.
◆Surfing
This is an event which depends heavily on weather conditions. Surfers will receive a score from zero to 10 for every wave surfed. Surfing is a huge part of Hawaiian culture and history. Carissa Moore, who is from Hawaii, defeated Buitendag Biancaa and won the gold medal in women’s surfing this year.
