Among the biggest changes is that buses carrying students will be given priority(优先权) in traffic, while companies and drivers will need licenses to offer school transport services.
Officials have spent more than four months making the rules, during which time the country has been shocked by several big crashes because of overcrowded school buses.
The latest accident happened on Monday in Yangchun, Guangdong province, in which three kindergarten pupils were killed and 14 others injured.
Rules and funding
In the new rules, a school bus is considered as a vehicle with more than seven seats that is transporting children receiving the State's nine-year compulsory education (ages 6 to 15) to or from school. This can also be for preschoolers(学龄前儿童) if a parent is unable to take them to or from kindergarten(幼儿园).
School buses must also operate in routes marked in the map by governments to ensure safety.
Punishment
Companies and bus drivers who fail to meet the rules face the punishment.
Drivers against the rules will be fined 200 yuan ($32) and vehicles will be taken away from its owner if they have been used as an unlicensed school bus.

I left my Beijing apartment and walked half a street to the subway station. About twelve stops later, I reached the high-speed railway station. After two minutes of security (安检) , I picked up my ticket, which I had bought on my phone while on the subway. Then I walked to the terminal (终点) and got on the train. Twenty-eight minutes later was in the center of beautiful city-Tianjin.I could enjoy a nice walk along the riverside towards my hotel. It is amazing that the whole experience took more than few hours, with no cars, no airport, no credit cards (信用卡) and no long lines, just my smartphone, only a few US dollars and comfortable walking shoes. In most places in the developed world, there is no experience like this. But China is different.
So in my opinion, if we think highly of China’s modern wonders, I believe its high-speed railway system (系统) must be one of them. And it’s one symbol of new China’s strength (力量) as well.

Developed by US company OpenAI, ChatGPT is a powerful tool. You can ask it to write stories and emails, create recipes(食谱), translate languages, and answer all kinds of questions.
Some schools in the US, Australia and France have banned (禁止) the use of ChatGPT. In the US, for example, New York City public schools banned students and teachers from using ChatGPT on the district’s networks and devices, CNN reported.
The move comes out of worries that the tool could make it easier for students to cheat on assignments. Some also worry that ChatGPT could be used to spread incorrect information.
“It does not build critical-thinking (批判性思维) and problem-solving skills, which are necessary for academic (学术性) and lifelong success,” said Jenna Lyle, the deputy press secretary of the New York City Department of Education.
Apart from bans, teachers are making changes to their classes to stop the use of ChatGPT. Some college teachers in the US try to include more speaking exams and handwritten papers instead of typed ones, the New York Times reported.
However, not all educators say “no” to ChatGPT. Some Canadian universities are making rules how both students and teachers use it. They have no plans to completely ban the tool so far.
Bhaskar Vira, from the University of Cambridge in the UK, said that bans on AI software like ChatGPT are not wise. “We have to know that AI is a tool people will use,” he told Varsity, the school newspaper of the university. “What we need to do is to make our learning, teaching and examinations suitable for a new use. That way, we can be honest while using the tool”.

AI is rapidly catching up with the human ability to read faces. As a result, facial recognition(识别) is used a lot in the world. Chinese police use this technology to identify criminals(罪犯). Once they caught a criminal when he attended a concert. It also checks the ID of ride-hailing(网约车) drivers and lets people pay for things with a smile.
AI is also used in self-driving cars, which are believed to be the future of driving. Most drivers may wave or nod at passers-by to let them cross the street, but self-driving cars don’t have this ability. Car makers are testing a light signal system to help them “speak” to humans. The system can show what self-driving cars will do. For example, if a driver-less car is yielding(让路), it will flash two white lights side to side. A rapidly flashing light tells passers-by that the car is about to speed up.
Service Robots also show you how powerful AI is. Imagine this—you come back home from school and your robot housekeeper is waiting for you at the door. After dinner, he teaches you to play the piano, just like a real music teacher. Such thoughts will soon happen in the real world. In the future, more and more service robots will become good home helpers. AI is so powerful that it can help human beings and even replace us in many jobs.

The name “DALL-E” mixes the name of the robot in the movie WALL-E, and the name of the famous Spanish artist Salvador Dalí. He painted amazing but impossible pictures. Like Dalí, DALL-E 2 can create pictures that are unbelievable, for example, Teddy bears doing crazy experiments as scientists.
OpenAI has already changed the world once with its AI writing tool, GPT-3. GPT-3 was trained on a great deal of writing in many different styles. When it came out in 2020, it surprised people by quickly creating complete and well-written articles in different styles. It is so powerful that OpenAI has tried to be prudent when it comes to how it allows people to use the tool, to make sure that it isn’t used for harmful purposes.
DALL-E actually grew out of an effort to make full use of GPT-3 to pictures. OpenAI released the first version of DALL-E in 2021. DALL-E 2 is even more powerful. DALL-E 2 has been trained on huge numbers of pictures with matching descriptions, which means it “knows” a lot about how different things look, even when they’re shown in different styles, such as a photo, a painting or even a cartoon.
Does DALL-E 2 have anything new? The user can select an area of an image and ask DALL-E 2 to put something into the picture, or take it out. Some artists are worried that it will take their place if a computer system can create such high-quality pictures so conveniently. OpenAI says the tool will allow artists to be creative in new ways.
To make sure the tool is properly used, OpenAI already has strict rules about the types of pictures that can be created with DALL-E. One of those rules avoids DALL-E to create realistic pictures of actual people. By now, the company hasn’t released DALL-E 2. Instead, it is allowing a small number of people to work with the tool to learn more about what works well, and to discover possible problems.

When she was 12, Knight saw an accident in which a part of one of the marhines flew off, seriously hurting a worker. So she decided to plan a way to prevent such accidents. Knight designed a safety feature that would stop the machines if something got caught in them. The machine soon became common in textile mills and is still used in some factories now.
Although factories were willing to use her first invention, Knight did not receive much in the way of reward for her effort. Because of her youth and her family's lack of(缺乏)of education, Knight was unable to patent(获得专利)her safety machine to earn money from selling it.
In Knight's day, paper bags were shaped like envelopes(信封), which made them difficult to fill. While working at a paper bag factory, Knight thought of bags with flat, rectangular(长方形的)bottom. Then she tried to invent a machine that would produce them, and she succeeded.
Knight worked for months to perfect her work, but when she asked for a patent, a man named Charles Annan had seen an early model of Knight's idea and had tried to patent the machine as his own.
Knight insisted that the patent should be hers and ended up taking Annan to court(法庭). During the case; Annan said that a woman would not be able to invent such a complex and innovative(创新的)machine. But Knight provided evidence proving that the machine was hers and received patent in 1871.
Knight died in 1914, and one newspaper described her as a "woman Edison". At a time when women's hard work and knowledge were taken too lightly, she proved that women too could develop new ideas that would shape the future of industry.

I was at a dinner in London given in honor of one of the most celebrated English military men of his time, General Scoresby. I cannot describe my excitement when I saw this great and famous man. There he sat, the man himself, in person, all covered with medals. I could not take my eyes off him.
Next to me sat a man, who was an old friend of mine. During the first half of his life he was a teacher in the military school at Woolwich. There was a strange look in his eyes as he leaned toward me and whispered --- “Privately-he is a complete fool.” He meant, of course, the hero of our dinner.
This came as a shock to me. I looked hard at my friend. But I was sure of two things about my friend. He always spoke the truth. And, his judgment of men was good. Therefore, I wanted to find out more about our hero as soon as I could.
These are his exact words:
About forty years ago, I was a teacher in the military school at Woolwich, when young Scoresby was given his first examination. I felt extremely sorry for him. Everybody answered the questions well, intelligently, while he— why, dear me— he did not know anything. Well, all through his studies, I stood by him, with the feeling a mother has for a disabled child. Then, the Crimean War broke out. He joined the army. I said to myself that I must go with him and protect the nation and him as far as I could. So, I joined up with him. And away we went to the field.
The battle grew hotter. One mistake now would bring total disaster. And what did Scoresby do this time—he just mistook his left hand for his right hand... that was all. An order came for him to fall back and support our right. Instead, he moved forward and went over the hill to the left. And what did we find? A large and unknown Russian army waiting! And what happened—those surprised Russians thought it must be the whole British army. They turned tail, away they went over the hill and down into the field in wild disorder, and we after them. In no time, there was the greatest turn around you ever saw. We turned defeat into a sweeping and shining victory.
Scoresby became famous that day as a great military leader-honored throughout the world. That honor will never disappear while history books last.

The 32-year-old shocked the world when he ran his personal best of 9.83 seconds in his semifinal(半决赛)to qualify fastest for the final. Although he finished sixth in the final, Su’s been praised as a hero in China for refusing to give up to his older age and repeatedly pushing beyond his limits (极限), especially in Chinese athletes’ weak area.
At an age when most runners went around in circles and would be preparing for their retirement(退休), Su made a risky decision: to change which foot to start his sprints with.
He started kicking off his run by putting his left foot on the front of the starting block instead of his right one. It was difficult. But the training paid off. Su became the first Asian-born sprinter to break the 10-second barrier in the 100m in 2015.
Before the Tokyo Olympics, Su set his eyes on the 100-meter final and running 9.85 seconds. But he was not sure of this, since some other sprinters were ten years younger than him. However, Su outdid himself with his new record.
While some people said that his record-setting sprint was the limit for Asians, Su believed there’s no limit at all. “The Chinese can run faster in the coming years.” he said, “And I hope younger sprinters can keep pushing forward.”
As to whether he will take part in the Paris Olympic Games, Su said, “If I can run for a year, then I will stick to it for a year. If I can still run in 2024, I will surely accept the challenge and push my body to even greater speeds.”

“At the beginning, the students didn’t even have the earphones for online-classes,” she said.
“It’s not easy, especially at first when the kids had to stay in front of a screen for so long,” Miss Liu, an English teacher from New Oriental told CGTN.
“You must have noticed, we’ve started to play a lot more games while teaching online. We prepare activities to draw their attention.”
In an one-hour class, she was generously giving reward points to her students on the teaching platform. She picked different students to speak.
She found her students, many of them ten-year-old, getting used to the online classes much faster than adults. Third grader Jia Yuxuan told CGTN that her online courses included Math, Chinese and English lessons. “My dancing lessons were taught online too,” Jia added.
About 300 million students in China have spent the term in front of a screen. But even as schools reopen, many experts believe distance-learning will take a greater piece of the pie.
Shi Peng, general manager of online business at the New Oriental Education Group said, “For us, online and offline experiences will come together. In the future, even when we talk about offline studying in a certain place, it will be supported by online resources,” Shi told CGTN.
For Liu and little Jia, they have returned to the classroom already, but they also met up regularly in front of the screen. Liu said this would allow the students to have the best of both worlds.

Many green actions made it possible, like providing environmentally friend smart beds, using new energy cars, supporting sporting places with 100% clean energy and reusing rain and snow water.
Take making ice as an example. China didn’t use R507 a common material to make ice because it isn’t friendly enough to the environment. Through 18 month’s hard work, China independently developed the CO2 direct cooling technology.
A net of tubes (管子) runs under the ice. High-pressure liquid (液态) CO2 goes through them to create heat exchange. The CO2 evaporate under the ice surface. The evaporation takes in heat and turns water on the surface into ice. And the CO2 goes into another circle. This technology helps to make ice better and faster. And above all, it is much greener because there is no new CO2 produced. Among all the 15 ice supporting places in the Winter Olympics, 7 used the CO2 direct cooling technology to make ice. As a result, much less pollution was caused.
Beijing did so much more to save energy. Beijing built the new supporting places with green materials. As for the old ones, Beijing used new glass walls to take the place of traditional walls to let more natural light in. 70% of the waste heat was also reused to keep warm and dry. And a large number of new energy cars were used at the Beijing 2022 Winter Olympics.
The Beijing 2022 Winter Olympics is the first to truly achieve carbon neutrality (碳中和), and it has set new standards in green technologies. Some newspapers say China has set an example for the world in environmental protection and green development.
