The first country to use public service advertisements (PSAs) is the US. During the Civil War, the government     1     (sell) bonds (债券) via newspaper advertisements provided without charge and placed throughout the North       2     (raise) money in support of the war. The way was so effective     3     it resulted in the first national ad campaigns for baking powder, soap and railroad travel, thus launching the commercial advertising industry.
