Director of the ministry’s department of physical, health and arts education Liu Jianjun said PE tests are currently mandatory(强制性的) in the zhongkao in all provincial-level regions, with scores ranging from 30 to 100 points. Based on recent reports the ministry received from local education authorities, most regions plan to significantly increase PE scores in the zhongkao next year, which marks an important development in reforming the evaluation of school physical education, he said.
In late October, Yunnan province increased the zhongkao scores for PE from 50 to 100 points, starting from the fall semester this year, the provincial education department said. It was the first provincial-level region to give PE and the three major subjects—Chinese language, mathematics and English—equal importance in the zhongkao.
The tests are conducted in every semester of middle school and are not intended to differentiate students, the education department said. The department does not encourage students to take after-school cram(塞进的) courses for PE. If they take PE courses seriously, exercise regularly and actively participate in sports competitions, they will achieve high scores in PE, it said.
China’s traditional idea of schooling puts more emphasis on academic education than physical education, and schools often treat PE as less important by not offering enough PE courses. It is also common for teachers in major subjects, such as Chinese language, mathematics and English, to use class time set aside for PE for their own subjects.

The review, being conducted by the government’s school’s director Sir Jim Rose, will consider how to redesign the primary school day to handle concerns that too many pupils leave primary school unable to read, write and do maths at the level expected of them. It will also address criticisms that pupils are expected to study so many subjects there is little time for creative learning.
The 60 focus groups brought together 1,500 parents, pupils and school staff and is expected to heavily influence the thinking of the Rose review, which the government is promising to back. Instead of a broad range of subjects, pupils should study in-depth literacy and maths lessons alongside a more creative curriculum that encourages pupils to develop personal, learning and thinking skills, they say. Such lessons might include “healthy lifestyles, sex and relationships education, drugs and alcohol education”.
“Child and personal development as priorities have been shamefully neglected in recent years in the rush to hit targets in the basics.” John Bangs, head of education at the National Union of Teachers, said, “The worst thing would be to evaluate child development through the current high stakes testing system. That would weaken the capacity of teachers to meet children’s unique needs.”
However, the shadow schools minister, Nick Gibb, said, “If lessons on lifestyle are given the same status as traditional subjects, it is the most disadvantaged children who will be worst affected.” “Children are not able to personally develop and succeed in the future if they don’t have a grasp of basic subjects such as maths and English early on in primary school. Removing high requirement from the primary curriculum would increase the inequality gap between less well-off pupils and the rest.” Nick added. A spokeswoman for the Department for Children, Schools and Families (DCSF) said, “This is a summary of stake holder’s view, not the views of the Qualifications and Curriculum Authority or the DCSF, and has been submitted to Sir Jim Rose’s review as evidence to consider.”

【推荐2】About the time that schools and others quite reasonably became interested in seeing to it that all children, whatever their background, were fairly treated, intelligence testing became unpopular.
Some thought it was unfair to minority children. Through the past few decades such testing has gone out of fashion and many communities have indeed forbidden it.
However, paradoxically(自相矛盾的), just recently a group of black parents filed a lawsuit (诉讼) in California claiming that the state’s ban on IQ testing discriminates(歧视) against their children by denying them the opportunity to take the test. (They believe, correctly, that IQ tests are a valid method of evaluating (评估) children for special education classes.) The judge, therefore, reversed, at least partially his original decision.
And so the argument goes on and on. Does it benefit or harm children from minority groups to have their intelligence tested? We have always been on the side of permitting, even promoting such testing. If a child of any color or group is doing poorly in school it seems to us very important to know whether it is because he or she is of low intelligence, or whether some other factor is the cause.
What school and family can do to improve poor performance is influenced by its cause. It is not discriminative to evaluate either a child’s physical condition or his intellectual level.
Unfortunately, intellectual level seems to be a sensitive subject, and what the law allows us to do varies from time to time. The same fluctuation (起伏) back and forth occurs in areas other than intelligence. Thirty years or so ago, for instance, white families were encouraged to adopt black children. It was considered discriminative not to do so.
And then the style changed and this cross-racial adopting became generally unpopular, and social agencies felt that black children should go to black families only. It is hard to say what are the best procedures. But surely good will on the part of all of us is needed.
As to intelligence, in our opinion, the more we know about any child’s intellectual level, the better for the child in question.

The Academy Awards are the most prominent film award in the United States. The awards are granted by the Academy of Motion Picture Arts and Sciences Academy Awards are nicknamed “Oscars”, which is also the nickname of the statuette (小雕像). The name is said to have been born when Margaret Herrick saw the statuette on a table and said,“It looks just like my uncle Oscar!”
