A report has shown that many people look at their mobile phones when crossing the road. When they focus on their screens, they won’t notice the surrounding environment. That’s why you often see traffic accidents in many places.
Recently, hundreds of pedestrians (行人) in Tianjin have been punished for looking at their phones or other devices(设备) while crossing the road. Since Jan. 1, the government has been setting rules to control such behavior and has punished at least 345 pedestrians. The rules stipulate that distracted(思想不集中的) pedestrians first receive a warning or possibly a fine of 50 yuan if they refuse to correct it.
The warning is not a simple reminder, just like verbal persuasion(言语劝说), but it is a legal(合法的) process with a legal punishment notice. Those who refuse to solve it with the traffic police or whose behaviors have harmed other people’s traffic safety will be fined 50 yuan.
The new rule is aimed at raising people’s sense in safety when they focus on their screens while walking.
There is a rising number of people who focus on their screens while crossing roads, which raises the risk of traffic accidents. And the strict measures in traffic management are improving pedestrian safety, as the traffic death has dropped by 10 percent year-on-year on average (平均).
