In the U.K., many people will see their gas and electricity bills rise next month after the nation’s energy regulator approved a 12% price increase for those without contracts that lock in rates. Officials in Italy have warned that prices will increase by 40% for the quarter that will be billed in October.
There are multiple causes for the price increases, energy analysts say, including tight supplies of natural gas used to generate electricity, higher costs for permits to release carbon dioxide as part of Europe’s fight against climate change, and less supply from wind in some cases.
Analysts at S&P Global Platts say electricity prices have risen due to strong demand from places like data centers and electric cars, but above all because of the rise in the price of natural gas used in generating plants. Utility companies’ exposure to natural gas prices has increased as high-emission coal plants have been retired, while utilities face higher costs for carbon allowances required by the European Union’s emissions trading system, which is aimed at reducing emissions of greenhouse gases.
The tight gas market could bite even more sharply if there’s an unusually cold winter. That’s because European distributors did not refill reserves reduced during last winter as they typically had done in summer months. In March 2008, when the freeze named “the beast from the east” hit Europe, industrial users in the U.K got a notice that there was a risk of interruption, although it didn’t come to that.
Could Europe run out of gas? “The short answer is Yes, this is a real risk,” said James Huckstepp, an analyst at S&P Global Platts. “Storage stocks are at record lows and there isn’t currently any spare supply capacity that is exportable anywhere in the world.The longer answer is that it’s hard to predict how it will play out given that Europe has never run out of gas in two decades under the current distribution system.”

Back in 1964, in his book Games People Play, psychiatrist Eric Berne described a pattern of conversation he called “Why Don’t You — Yes But”, which remains one of the most annoying aspects of everyday social life. The person adopting the strategy is usually a chronic complainer. Something is terrible about their relationship, job, or other situation, and they complain about it endlessly, but find some excuse to dismiss any solution that’s proposed. The reason, of course, is that on some level they don’t want a solution; they want to be validated (认可) in their position that the world is out to get them. If they can “win” the game — dismissing every suggestion until interlocutor (对话者) gives up in annoyance — they get to feel pleasurably righteous (正当的) in their anger and excused from any obligation to change.
Part of the trouble here is the so-called responsibility/fault fallacy (谬误). When you’re feeling hard done by — taken for granted by your partner, say, or obliged to work for a stupid boss — it’s easy to become attached to the position that it’s not your job to address the matter, and that doing so would be an admission of fault. But there’s a confusion here. For example, if I were to discover a newborn at my front door, it wouldn’t be my fault, but it most certainly would be my responsibility. There would be choices to make, and no possibility of avoiding them, since trying to ignore the matter would be a choice. The point is that what goes for the baby on the doorstep is true in all cases: even if the other person is 100% in the wrong, there’s nothing to be gained, long-term, from using this as a justification to evade responsibility.
Should you find yourself on the receiving end of this kind of complaining, there’s a clever way to shut it down — which is to agree with it. Psychotherapist Lori Gottlieb describes this as “over-validation”. For one thing, you’ll be spared further complaining, since the other person’s motivation was to confirm her beliefs, and now you’re confirming them. But for another, as Gottlieb notes, people confronted with over-validation often hear their complaints afresh and start arguing back. The concept that they’re utterly powerless suddenly seems unrealistic, not to mention rather annoying — so they’re prompted instead to generate ideas about how they might change things.
“And then, sometimes, something magical might happen, ” Gotlieb writes. The other person “might realize she’s not as trapped as you are saying she is, or as she feels. ” Avoiding responsibility feels comfortable, but turns out to be a prison; whereas assuming responsibility feels unpleasant, but ends up being freeing.

Yet there are vital differences between Lewis and Clark’s expedition and a Mars mission. First, they were headed to a place where hundreds of thousands of people were already living. Second, they were certain to discover places and things of immediate value to the new nation. Third, their venture cost next to nothing by today’s standards. A Mars mission may be the single most expensive non-wartime undertaking in U.S. history.
Appealing as the thought of travel to Mars is, it does not mean the journey makes sense, even considering the human calling to explore. And Mars as a destination for people makes absolutely no sense with current technology.
Present systems for getting from Earth’s surface to low-Earth orbit are so fantastically expensive that merely launching the 1,000 tons or so of spacecraft and equipment a Mars mission would require could be accomplished only by cutting health-care benefits, education spending, or other important programs—or by raising taxes. Absent (缺乏)some remarkable discovery, astronauts, geologists, and biologists once on Mars could do little more than analyze rocks and feel awestruck (敬畏的) staring into the sky of another world. Yet rocks can be analyzed by automated probes without risk to human life, and at a tiny portion of the cost of sending people.
It is interesting to note that when President Bush unveiled (公开) his proposal, he listed these recent major achievements of space exploration: pictures of evidence of water on Mars, discovery of more than 100 planets outside our solar system, and study of the soil of Mars. All these accomplishments came from automated probes or automated space telescopes. Bush’s proposal, which calls for reprogramming some of NASA’s present budget into the Mars effort, might actually lead to a reduction in such unmanned science—the one aspect of space exploration that’s working really well.
Rather than spend hundreds of billions of dollars to hurl (投) tons toward Mars using current technology, why not take a decade or two or however much time is required researching new launch systems and advanced propulsion (推进力)? If new launch systems could put weight into orbit affordably, and advanced propulsion could speed up that long, slow transit (运输) to Mars, the dream of stepping onto the red planet might become reality. Mars will still be there when the technology is ready.

Last November, Madeline wrote a letter to the Los Angeles County Department of Animal Care and Control with a straightforward request. “Dear LA County, I would like your approval if I can have a unicorn in my backyard if I can find one. Please send me a letter in response.”
Director Mayeda replied two weeks later. The department does in fact license unicorns, she said, under certain conditions. Those include polishing the unicorn’s horn at least once a month with a soft cloth, feeding it watermelon at least once a week, covering it with only nontoxic and biodegradable sparkles and giving it regular access to sunlight, moonbeams and rainbows. And, because unicorns are indeed very rare to find, the department is also giving Madeline a toy unicorn to keep her company during her search, as a token of appreciation.
“It is always rewarding to hear from young people who thoughtfully consider the requirements of providing a loving home for animals,” Mayeda wrote in the letter. “I like your sense of responsible pet ownership to seek permission in advance to keep a unicorn in Los Angeles County.”
Mayeda told the Washington Post that this is the first time the department has received a request for a license for a unicorn or any mythical creature. They were impressed with the first-grader for wanting to ask permission in the first place, and doing her research to work out how to go about that. She and her colleagues deal with a lot of “life-and-death” issues on the job, whether that’s seeing cases of animal abuse or animals hurting people or making decisions about having to put down dangerous or sick animals. So Madeline’s letter has considerably brightened their spirits, and she is due to visit the department this week to discuss her unicorn license application. Safe to say, she’s in for a magical surprise.

The home-grown fruit is an eatable case for making a home garden.
Your columnist, who long considered gardening a complete waste of time, advances this argument with great enthusiasm. Planting cool-weather greens, as gardeners across the north-east of America are now doing, can seem nonsense, since convenient, continuously well-stocked supermarket shelves are available all week. But the same could be said of cooking: there are many cheap and decent restaurants around, so why bother to make your own meals?
That attitude misconstrues the ultimate appeal of gardening: it mistakes the product for the purpose. It is true that a garden can produce tomatoes and carrots of incomparable sweetness, and celtuce and herbs that taste like themselves rather than the plastic they are usually packaged in. While finding, let’s say, celtuce in the shops can take some time, effort, and expense, growing your own vegetables ensures a reliable supply.
On the other hand, a garden, especially in the early years, can produce little but frustration. Green hands may plant the wrong crops for their soil. And even expert gardeners can lose a season’s harvest to uncooperative weather.
No matter. The real joy of gardening is the time spent doing it. The deepest pleasure-as with cooking. Writing or almost anything worthwhile — is in the work itself. To garden is to patiently, lovingly and diligently help life become strong and healthy, in the ground and above it.
