How do people stop this? They make some model animals to scare the seagulls away (把……吓跑), and they also ask people to cover (遮盖) their food well, (A) _______ these two kinds of steps (措施) they take before are not useful. So they ask some dogs for help.

There are 13 dogs to help. Every day, they walk around the Sydney Opera House. Each of them works for four hours at a time. When they see the seagulls come near, they run after them quickly and keep them far away from people.
