China's Ministry of Education has issued     1     announcement on     2    (strength) the management of school examinations during compulsory education, to     3    (effective)reduce the pressure faced by students.

No paper-and-pencil exams should     4    (arrange) for first and second graders in primary schools, and final examinations should be organized by schools every semester for other    5     (grade).
