3 . Madrid has ordered nearly half of the private cars off the roads on Thursday to deal with the worsening air pollution, a first in Spain.
The restriction (限令) will operate between 6.30 a.m. and 9 p.m. every day. The city government said in a statement: “Vehicles with even-number registration plates (偶数牌照)will be allowed to drive around on even-number days and the rest cars on the rest days.”
The measure works when levels of harmful NO2 in the atmosphere go above 200 microgrammes in every 1 in at least two measuring stations for two days running, and if the air is unlikely to clear soon.
On Thursday, the city environment officer Ines Sabanes said the restriction would not be carried out as pollution levels had dropped by the required amount. Other measures, including a ban on street parking for non-local vehicles and reduced speed limits, will continue. There are exceptions to the restriction, such as for hybrid (混合动力的) cars, those carrying three people or more or used by disabled people. Buses, taxis and emergency vehicles are not encompassed, either. “It’s not about traffic restrictions but about the important issue of public health,” deputy mayor Marta Higueras said. “Lots of people suffer from breathing problems and are very affected by pollution.”
With 3.2 million people and 1.8 million cars, Madrid often suffers from bad pollution. The move to ban half of the cars is Level Three on a series of four measures to prevent pollution. Level Four bans taxis from the city, except those that are hybrid cars.
The previous measures carried out by the city hall draw criticism from the Popular Party(PP) which ruled Madrid for nearly a quarter of a century and governs at the national level. The PP spokesman in Madrid’s local parliament said officials should do more to encourage people to avoid using their cars rather than punish them. The previous measures were carried out by former PP leader Ana Botella just before municipal elections (市政府选举) in Many 2015.

6 . At the age of seven, while his friends were spending their allowances on candy and toys, Jose Adolfo Quisocola, from Peru, came up with the creative idea of an eco-bank, which allows kids of all ages to become economically independent and financially wise while also helping the environment.
Established in 2012, The Bartselana Student Bank is the world’s first cooperative bank for kids. Whoever wants to join has to bring in at least 5 kilograms(11 pounds) of solid waste(paper or plastic) and establish a savings goal. Once accepted, all bank “partners” are required to deposit at least one additional kilogram(2.2 pounds) of recyclables on a monthly basis and obey other requirements, such as attending financial education and environmental management workshops. The waste accumulated is sold to local recycling companies, who, thanks to some clever negotiation by Jose, pay a higher-than-market rate for everything brought in by Bartselana Student Bank members. The funds received are placed in the individual’s account where they collect until his/her savings goal is reached. The account holder can then withdraw his/her money, or choose to leave it and continue to grow for a bigger target.
“At the beginning, my teachers thought I was crazy or that a child could not undertake this type of project, ” Jose recalls. “They did not understand that we are not the future of the country but its present. Luckily, I had the support of the school principal and an assistant in my classroom.”
The youngster’s persistence paid off. Today, the eco-bank, which now has the support of several local institutions, has ten educational centers and begins accepting applications from kids all across Peru. On November 20, 2018, the young boy was awarded the famous Children’s Climate Prize (CCP). “Jose’s eco-bank is a brilliant way of linking economy and climate impact, both in thought and practice. The potential impact is amazing,” a judge said.
Hopefully, Jose’s success will inspire more kids and adults to come up with new ideas that create value while helping the environment. As the boy says,” Together we can change the world…we just need an opportunity…”

Several sunrises later, they will seal me off in a golden cell of beeswax. In her lifetime, our bee may visit 4,000 flowers, and yet will produce only one-twelfth of a tea spoon of me.
The average American consumes nearly a pound and a half of me every year, in tea, on toast, and beyond. If I do say so myself, I am a timeless treasure. Literally—I never go bad.
Unfortunately, my good health is not guaranteed. The problem lies in the growth of industrial agriculture and the use of pest control chemicals, as well as changes in weather patterns, all of which reduce the number of flowers bees have to visit. 8 . Are Baiji Dolphin Extinct?
Does the Yangtze River still have baiji, the graceful, grey dolphin with tiny eyes and a long narrow beak?
Since November 6, a team of scientists from China, Switzerland, the United Kingdom, the United States, Germany and Japan have been searching for any sign of the freshwater dolphin on the middle and lower sections of the river. After six weeks, they came back empty-handed.
Wang Ding, of the Chinese Academy of Sciences, who is the head of the team, said he has seen a sharp decline in the baiji population over the past few decades. However, he is still unwilling to call the species extinct, and adds, "We will try every effort to save them as long as they are not found to be extinct."
The baiji is shy and nearly blind and is one of the world's oldest dolphin species. It dates back some 20 million years and is found only in the Yangtze. It's listed as one of the 12 most endangered animal species in the world.
Around 400 baiji were believed to be living in the Yangtze until the 1980s. A 1997 survey spotted 13. Two years later their numbers were down to two.
The rapid disappearance of this dolphin over the past two decades coincided with (与……同时) the rapid expansion of economic development along the river. Research on some dead baiji collected in recent years showed that more than 90 percent of the deaths were caused by human activities.
One reason is that over-fishing has cut the dolphin's food sources. Dams built along the river and neighboring waterways have also kept them from swimming into and out of their habitats. Meanwhile, waste discharge(排放) has seriously polluted the river. And heavy river traffic has greatly reduced their living space.
The disappearance of the baiji would be the first instance of a large aquatic mammal(水生哺乳动物) being driven to extinction since hunting killed off the monk seal (僧海豹)around 1952.

9 . Chicago is considering firm measures to prevent the Asian carp,a giant fish native to the Far East, from coming into North America’s Great Lakes in large numbers. Such a move could cost up to$18bn, a heavy economic burden to the city.
This species, more than a metre in length, was originally introduced to southern US states three decades ago to control weeds in sewage (污水) treatment plants. But they escaped into the Mississippi River and increased in number quickly, making their way north towards the Great Lakes and threatening the native fish species along the way.
“Dozens of them will often leap out of the water as boats approach.’’ Michael Beecham,a local environmental expert, described how frightening the scene was. “I’ve gone down the river and seen these fish jump up and hit me in the face. It is a big problem for our native species.” he said.
A meeting has been organized to find a technological solution to the carp problem, one of which involves blocking parts of Chicago’s canal system. Listening at the meeting was John Goss, who was worried about the effect that having barriers in the canal system would have on industry. “It would certainly increase the cost of transportation,” he told. “It is currently very cheap and efficient to bring materials and finished goods down the Chicago ship canal.’’
Another cheaper option is to eat the fish out of existence. Dirk Fucik is selling carp burger(鲤鱼汉堡包) at his fish shop not far from downtown Chicago. He thinks the carps are a great resource. “To catch it and throw it away is a waste,” he says. “Eating them helps solve the problem and also provides jobs.” But the idea has not yet caught on.So far, he is the only person in Chicago selling carp burgers.

Vinegar and baking soda is one of the simplest, most effective, and cheapest cleaning solutions available.
