Willis was a highway patrol trooper (巡逻警察), who was in charge of the traffic safety of the Tennessee Highway. One afternoon this July, it rained heavily. While waiting, he noticed the dog wearing a collar with its name “Luna”. Willis recorded a short video of the dog.
